Violence against girls and female adolescents remains one of the most serious human-rights challenges in Mexico. This report presents an updated overview as of October 2025, based on official data from the National Public Security Executive Secretariat (SESNSP), along with the applicable legal framework and historical comparisons across federal administrations.
What is femicide?
Article 325 of the Federal Criminal Code defines femicide as the deprivation of a woman’s life due to gender-based reasons. The crime is established when one or more of the following seven criteria are present (verbatim text):
I. signs of sexual violence of any kind
II. infamous or degrading injuries or mutilations, either before or after the deprivation of life, or acts of necrophilia
III. background or data of any type of violence within the family, workplace, or school
IV. the existence of a sentimental, emotional, or trust relationship between the perpetrator and the victim
V. threats, harassment, or injuries inflicted by the perpetrator against the victim
VI. the victim was isolated, regardless of the duration, prior to the deprivation of life
VII. the victim’s body was exposed in a public place
How many girls and adolescents have been victims of femicide?

From January to October 2025, 54 femicides of girls and adolescents were recorded, compared with 67 in 2024, showing a decrease.
